The challenge

Network Rail owns, develops, and operates Britain’s railway infrastructure and passenger safety is top of its agenda. In late 2020, the organisation took a decisive decision to enhance their capability in the area of crisis management to ensure passenger safety remained at the top of its agenda. The challenge was first to design and deliver an ongoing programme of crisis management training and exercising across all levels of responsibility but also to develop an academically accredited vocational training programme to produce a specialist cadre of Strategic and Tactical Rail Incident Commanders whose training would be aligned to Network Rail’s Incident Management Competency Framework and National Emergency Plan.

Our solution

Working closely with our partner Colin Morgan Consulting Ltd we have co designed and delivered several critical incident exercises for Network Rail for operational, tactical and strategic staff across the UK using the view360global platform which have been delivered both in person and online across the UK regions.

As a Skills for Justice Awards (Approved Training Centre), we have accredited the ongoing programme of delivery of the Tactical Incident and Rail Incident Commanders courses and independently Quality Assure the training delivery, assessment and evaluation materials. Cognitas Global also co-designed the final assessment exercises on the courses delivered on the view360global platform.

The results

Since 2021 over 60 TIC and RIC courses have been delivered from Network Rail’s Regional Training Centres which has resulted in the successful completion and certification of 400+ accredited Incident Commanders

Recognising the benefit of view360global as an organisational training tool, Network Rail have now licenced the platform, while Cognitas Global continue to assist Colin Morgan Consulting and Network Rail to co-design and deliver large scale crisis management exercises for operational and executive staff across the UK. In 2023, the platform was also used by Network Rail as an assessment tool for the selection of applicants for Senior Manager roles.
